1. Probable cause for arrest existed when the police had an honest and strong suspicion that appellant has assaulted the child victims. 2. Severe aggravating circumstances justify a durational departure of three times the presumptive sentence for sexual assault of one young child; aggravating circumstances justify a durational departure of two times the presumptive sentence for assault of a second young child. Use of those same circumstances to also justify a dispositional departure of consecutive sentencing for current kidnapping convictions violates the general limitations on the scope of departures.
